This shouldn't be a problem if your skill/code is good enough and you can show your value/experience in other ways

£25k would be around an average salary for a middle-weight front end guy. £30k would be very good, for a middle-weight. Senior would be £30-45k.
3) I have a problem with verbal communications
This is probably the main problem you will face getting a job. When I've been hiring in the past (we're not hiring right now unfortunately as I just started a new company) finding someone who is a confident communicator is very close to the top of my list. You will need to complete a phone interview to get a job, and will struggle if you lack confidence/fluency. I would strongly suggest trying to get some english conversation lessons for a few months to help with this before you apply for jobs: perhaps via Skype with a native english speaker who is learning Russian.
And i want to move to Nottingham,
May I ask why you want to move to Nottingham in particular? Although the web scene here is okay, with quite a few companies it's much more dynamic in cities like London, Bristol & Brighton. Additionally a lot of the jobs in Nottingham are for a Microsoft / .NET stack, which is kind of a sucky way to spend your time in my opinion.
You'd probably find it easier to find work in a city with a bit more going on, though I understand if there are other reasons why you want to move to Nottingham beyond getting a job.

Nottingham isn't too bad, but you might want to look at Bristol too - similar size and a nice feel but a lot more web agencies, and thus more work available.
