Нашел в чем проблема. Код

jQuery.validator.addMethod(
	            "selectNone",
	            function(value, element) {
	                if (element.value == "none")
	                {
	                    return false;
	                }
	                else return true;
	            },
	            "Please select an option."
	        );

надо было включить в $(document).ready
